Strategic Buyer (m/f/d)

Oiltanking has been active in tank storage logistics since 1972, and is one of the largest independent operators of tank terminals for oils, gases and chemicals worldwide. The company owns and operates 63 terminals in 23 countries with a total storage capacity of 20 million cbm, on five continents – in Europe, North America, Latin America, the Middle East, Africa, India, and the Asia-Pacific region.

We are looking for a

Strategic Buyer (m/f/d)

who will be responsible for leading the procurement activities of capital projects within the region of North America, and compliance with the Source to Contract (S2C) and Procure to Pay (P2P) processes. Duties include spend forecasting, planning, and leveraging materials/equipment/services required to execute projects across multiple facilities within the region.

Job Responsibilities:

  • Process purchase requisitions, generate purchase orders, and manage purchase orders to ensure on-time delivery
  • Expedite orders to meet field customer business needs and schedules
  • Develop procurement strategies within area of responsibility to maximize value delivered to Oiltanking, and ensure compliance to corporate procurement policies
  • Provide a high level of response and support to internal/external project stakeholders
  • Develop bid lists and bid packages for the procurement of capital project materials and/or equipment across operations in North America
  • Participate on strategic development and implementation projects as well as assigned special projects
  • Resolve invoice discrepancies in a timely manner
  • Evaluate existing contract relationships to identify cost savings opportunities, risk mitigation strategies, and other commercial term enhancements
  • Manage contract life-cycle for all Frame Agreements and Contractor Rate Agreements within area of responsibility
  • Facilitate periodic business reviews with key suppliers and action the items that arise from meetings
  • Collaborate with operational buyers and maintenance personnel to proactively pursue cost savings in identified assets/materials for replacement in the Preventative Maintenance program

Education and Experience:

  • 3 – 5 years of direct procurement experience within the petrochemical or oil/gas industries
  • Undergraduate degree in Business, Supply Chain Management, or Engineering
  • Must have strong experience working in SAP
  • SAP Ariba experience preferred

Skill Requirements:

  • Self-starter with ability to work with minimal supervision and handle multiple projects simultaneously
  • Must have background in fabrication & construction projects, industrial operations/maintenance, and/or marine terminal operations
  • Able to drive implementation of policies, procedures and best practices – exposure to change management
  • Flexibility to solve different types of challenges and must excel in a matrix management environment
  • Strong analytical and problem solving capabilities
  • Must work 50% in Houston and 50% in Texas City
  • Periodic domestic/international travel may be required
