Operations Excellence Leader (m/f/d)

Oiltanking has been active in tank storage logistics since 1972, and is one of the largest independent operators of tank terminals for oils, chemicals and gases worldwide. The company owns and operates 73 terminals in 24 countries with a total storage capacity of 20 million cbm, on five continents – in Europe, North America, Latin America, the Middle East, Africa, India, and the Asia-Pacific region.

We are looking for a

Operations Excellence Leader (m/f/d)

who can provide general support for Business Development projects through all stages of development, including concept to commissioning/startup. This expertise would span the Operations of a Tank Terminal (preferably Crude Oil), Pipeline Feed to Tank Terminals, Pump Stations, Manned Offshore Platform operations with Single Point Mooring system into a VLCC.

Job responsibilities:

  • Represents Oiltanking as the Operations expert providing best practice support to:
    • Project Development Team in the areas of:
      • Operating a Tank Terminal (25+ tanks)
      • Operating Pipelines (25-50 miles) that feed the Tank Terminal; including Right of Way and Maintenance obligations
      • Operating an Offshore Platform and Single Point Mooring buoy for product loading into VLCCs
    • Effects of Operating Philosophy impacts to Engineering, HSSE, and Logistics
    • Develop Procedures and review documents toward project development of greenfield facilities
    • Proficient with DOT requirements and Operator Qualification (OQ) certification of operators
    • Proficient with Logistics/scheduling and knowledge of Pipeline nominations
    • Good understanding of metering and measurement and its impacts on Operations
    • Understanding of Automation needs of Operations
  • Understanding and Implementation of Oiltanking standards, policy, and culture. This includes planning and resource allocation for the Terminal, maintaining manpower requirements, and overseeing cost control.
  • Establish and maintain effective communications with Terminal personnel and Regional Management
  • Establish safety, quality, operational and performance goals and communicate to direct reports
  • Development of further business relations in order to develop and expand the business in line with the strategy
  • Leverage relationships with all the locations in order to optimize organization structure within existing terminals. Work in close co-operation with staff functions at Oiltanking North America.
  • Manage and control the operations to ensure that efficiency, safety and quality aspects are in order
  • Define HSSEQ objectives and monitor progress. Implement and maintain the HSSEQ Policy
  • Provide steer on Capex and Opex requirements for the Project Development 
  • Ability to hire, trains, and motivates staff
  • Promote and support the CSR Initiatives with a local focus

Education and experience:

  • Bachelor’s degree preferred or 15+ years related experience in Operating a Terminal with pipeline receipts or a Pipeline Breakout Station 
  • Offshore operations including loading a VLCC is a plus
  • LPG experience is a plus


  • Proficient in Microsoft Office applications such as Excel and Power Point
  • Ability to manage and control the operations to ensure that efficiency, safety and quality aspects
  • Ability to hire, train, and motivate staff
  • Ability to oversee internal accounting and financial controls
  • Possess the skills to audit the Terminal for assurance of compliance with all regulatory requirements
  • Physical stamina to work indoors and outdoors
  • Be able to walk and sit for extended periods of time
  • Must be able to lift 25lbs
  • Must not have a fear of heights
